She represents Gëlle Fra, also know as 'The Golden Lady'. A monument originally designed by sculptor Claus Cito to commemorate the victims of the First World War. This monument can be visited on the 'Place de la Constitution' in Luxembourg.
This version is made after the monument and is signed 'Pittaluga'. It also bears a foundry stamp.
